Steven R. Johnson, President and CEO

The IFPI is led by its President, Steve Johnson. Mr. Johnson joined the Institute in October 2003.

Prior to coming to the Institute, Mr. Johnson was government services director at Leagre, Chandler & Millard LLP, an Indianapolis law firm. Mr. Johnson served as a State Senator for four terms and was a member of the Indiana House of Representatives for 2 terms. Among his many accomplishments during his twenty-year legislative career, Johnson served on the both the Senate Finance Committee and the House Ways and Committee. Mr. Johnson earned an MBA from Indiana University Graduate School of Business and a BS in Chemistry, also from Indiana University.

Mark Brown joined the IFPI in June 2004. As Research Director, he is responsible for research, analysis, and writing on issues concerning the effectiveness and accountability of state and local government in Indiana. He performs fiscal and policy analysis on significant fiscal policy issues and the consequences of state and local decisions from the perspective of finding the appropriate role for government.

Mark is a former Deputy Budget Director for the State of Indiana, from 1997 to 2002. As a Deputy Budget Director, his responsibilities included state fiscal and budget policy, education policy, tax policy, and liaison to the State Budget Committee. Mark led the Budget Agency’s comprehensive fiscal and budget policy development, agency requests, and Budget Agency recommendations. Prior to becoming Deputy Director, he served as the Assistant Budget Director for Tax and Revenue Policy from 1994 to 1997. He also worked as a Tax and Revenue Policy Analyst from 1992 to 1994.

Mark was the Director of Career Services and Alumni Affairs (CaSAA) for the School of Public and Environmental Affairs (SPEA) at Indiana University prior to joining the Institute. He served for four years in the United States Air Force.

Mark received his Bachelor of Science in Public Affairs from Indiana University in 1989 and his Masters of Public Affairs in 1994. He has served as President of the School of Public and Environmental Affairs Alumni Board of Directors at Indiana University and is a Life Member of the National Association of State Budget Officers. Mark continues to be active in both organizations.

Andrea J. Holden, Office Administrator

Andrea Holden joined the IFPI staff in February 2003. Before coming to Indiana in 2002, Ms. Holden spent four years learning about government research when she worked for the Wisconsin Taxpayers Alliance, a nonprofit, government research organization located in Madison, Wisconsin.

Ms. Holden is a 1994 magna cum laude graduate of Loyola University of Chicago where she received a Bachelor of Science degree.
